The reason for preparing this Performance Measurement Framework is to give an approach for the systematic collection, analysis, utilization, and reporting on the productivity of the Canadian Transportation Agencys activities and programs. This framework manages, monitors, and reports on the agencys organization-wide fiscal performance. Through the established systems, the Agency utilizes concrete, objective data and information on which to make informed management decisions. It then reports to customers, Canadians and all other stakeholders. A performance measurement is not like an exact science since accurate data do not sufficiently explain the cost of acquiring reprocessed information. The cost-effective and practical approach enables the Agency to integrate performance measurement into various managerial tasks. CTAs performance measurement faces the challenge of the lack of a clear link between Agencys decisions and the final efficiency of the national transportation system.

To develop a consistent process to guide CTA, there should be clarity in the definition of outcomes and results. It is beneficial to have simplicity and cost-effectiveness as the key features of the performance measurement system involving data collection. Further, the performance measurement system must not be punitive; rather, it should be positive. It is worth noting that performance indicators must be simple, reliable, valid, affordable, and relevant to the activity or the process under measurement. On an ongoing basis, there should be a review of performance indicators. This is because, through gaining experience, refining and improving the process becomes simple.

Therefore, the results chain aids the recognition of strategic outcomes that show the progress. A good results chain should be developed following initiation of new programs in any organization. This is because the results determine the best output to produce and activities to perform. The determination of financial and human resources inputs occurs according to the key required activities.
