The reason for preparing this Performance Measurement Framework is to give an approach for the systematic collection, analysis, utilization, and reporting on the productivity of the Canadian Transportation Agencys activities and programs. This framework manages, monitors, and reports on the agencys organization-wide fiscal performance. Through the established systems, the Agency utilizes concrete, objective data and information on which to make informed management decisions. It then reports to customers, Canadians and all other stakeholders. A performance measurement is not like an exact science since accurate data do not sufficiently explain the cost of acquiring reprocessed information. The cost-effective and practical approach enables the Agency to integrate performance measurement into various managerial tasks. CTAs performance measurement faces the challenge of the lack of a clear link between Agencys decisions and the final efficiency of the national transportation system.
