The policy brief is seeking to convince its audience that topics of discussion are worth in-depth investigation. It is particularly significant for readers who value the aspect of culture and humanity. As such, the briefing will include discussions on at least five summaries that include consideration on why the aspect of culture remains significant in general. The assignment will also analyze the significance of culture in the 21st century. On the other hand, it will also elaborate on the ways in which the culture aspect has been ideologically used as an instrument of oppression and emancipation under colonialism regimes. The policy brief will also analyze the different ways in which culture has been used as a resistance form in these and other masculine regimes by women. In doing this, the briefing will also consider some of the pain and sufferings that the connection between violence and culture brings.

Context and importance of the problem

Why culture matters

The issue in question is not whether the aspect of culture matters, the main issue here is the pervasive importance of culture to a human being. In doing this, it is important to explore how and not whether cultural issues matters and the different ways culture may influence a person’s development. The first important aspect is that culture remains a constitute part of human development. The development aspect refers to the enrichment of people’s lives through basic aspects and other cultural practices and expressions that human tend to value. Therefore, culture matters since it engulfs human lives, desires, ambitions and opportunities that people always seek. The opportunities and freedom for cultural activities act as the basic freedoms for enhancements that constitute development. Apart from the development aspect, culture also matters on the social association and solidarity platform. In this specific moment during the 21st century, the success of human beings as a social thing depends on what human beings may spontaneously do for others. The closeness to other people remains a major asset. The advantages of flowing or living from supportive interactions and solidarity have received much attention. Culture also matters in terms of evolution and value formation.

 

Culture as an instrument of oppression and emancipation under colonialism regimes

Colonial regimes used various methods to exploit and oppress people. In fact, most communities remained vulnerable under the colonial regimes. As colonialism tended to play out in various pre-populated areas, they preferred using the sociocultural evolution as an instrument of oppression and emancipation. In doing these, colonial regimes mostly ruled through the formation of ethnically hybrid populations, which made it easier for them to oppress the local people. Using culture as an oppression tool to the local people worked effectively. In fact, the culture aspect helped the colonial regimes in forming exploitative social structures that were rooted in the colonial regime’s economic and political institutions. In doing this, culture ensured that there was a distortion of reality from the local people thereby, culture helped in thwarting people’s capability to develop. Instead, it oppressed people since the distortion appeared as normal and made it difficult for people to live in reality. The colonial regimes used to engage people in various practices, which mostly unwittingly helped in sustaining cultural distortions. The idea behind these regimes was to rule using the exploitative regimes by using the cultural aspect as the main factor. As a tool, a culture was used to exploit people’s behaviors as predominantly driven by biology. Another aspect that remained dominant was when the colonial regimes would act as cultural psychologists. This oppression approach imparts to culture a democracy quality and common sense.  

Culture and women

In most cultures, women tend to be heavily affected by the cultural aspects. In some communities, are always honored with culture. Most communities view women as culture preservers. However, such presumptions are currently changing especially in the modern society. In this case, women mostly use culture as a form of resistance. The emergence of women lobbies groups and rights has seen changes hence creating resistance among women. In some cases, women’s rights activists remain the center of such revitalization hence using the culture aspect as the resistance tool.

Connection between violence and culture in general

Cultural and violence are currently the third supertypes due to their connectivity. In fact, the connection between culture and violence can be put in the third vicious triangle corner as an image. Further analysis reveals that culture and violence act as a legitimizer in that direct violence tends to yield both cultural and structural image. On the other hand, cultural aspect remains the primary source of direct violence.  In this case, direct violence remains an event whereas structural violence is simply a process. Therefore, cultural violence acts as an invariant. The connection between culture and violence means those cultural aspects, symbolic spheres of human existence that are exemplified by ideologies, religion, and empirical science. These aspects are used in justifying structural violence or legitimate violence. The structural violence encompasses various social and cultural rules of the game. These rules have an economic, cultural and social content. In other words, it remains convenient to distinguish culture and violence. Culture and violence are almost similar to secant circles. 

The pain and suffering that the connection between violence and culture bring

The connection between violence and culture in most cases results in pain and suffering.  In as broad sense, pain and suffering may result in unpleasantness and repugnance associated with the presumption of harm towards an individual. As a basic element, which makes up the undesirable valence of affective phenomena, suffering is mostly associated with violence and culture. Cultural violence in this context results in increased death rates and disability suffered especially by individuals occupying the bottom rungs in the community. This means that connection between culture and violence is always negative. Pain can also be experienced through psychological suffering. Excess deaths are seen as non-natural. In most cases, it results in psychological torture and depression. Cultural violence also results in shame, inequality, denigration and stress that results from lower status. Additionally, the connection between culture and violence exists in the mental health area or rather the connection can affect an individual mentally. This can result in a permanent suffering especially to the individuals involved. 

Critique of Policy Options

Whether human solidarity ethic can be established on the global difference fact

There are various principles on which moral reasoning can be drawn. The most common basic pair that can be established on global difference fact is the human solidarity and participation. This human solidarity principle invites people to consider how they relate to their respective communities. The human solidarity principle also assumes that human beings tend to recognize that they are always part of a family, community or the national community. The ethnic principle also challenges people to deliberate on the full range of their relationships, especially with community members. Additionally, the ethnic principle indicates that human solidarity ethnic can also be established on the global difference fact. In globalizing economy, human beings tend to participate in various aspects. In fact, the human association on the global basis remains a common aspect, especially in the contemporary society. Despite the global differences, the solidarity ethnic is usually common. Solidarity often requires human beings to consider such extended communities across the globe. In as much as cultural issues can sometimes be a barrier, the human solidarity aspect is unlikely to fail.

Ethics of human solidarity on the global perspective is, however, is likely to fail in case the modes of ethical reasoning are limited. Therefore, ethical modes such as commands and consequences are necessary. Human beings tend to use commands notions as shorthand during references on what is needed to be done. This reasoning is mostly associated with various ethical categories including rights, laws, justice, and commandments. Apart from the commands, another ethical mode that tends to control human solidarity aspect is the consequence aspect. Consequence as an ethical notion remains important in governing human solidarity, especially on the global difference.

There is also an obvious connection between culture, human solidarity and the violence aspect. Culture defines the society; hence, it should always be preserved.
