Organizational Management and Operations Paper
Policing refers to regulation and control of the affairs of people with respect to sustenance of order, law, morals, and many other safety measures that safeguard the welfare of the public. Each of these levels of governance is headed by a single person who administers to ensure smooth functioning. In the three levels of governance, policing relates in some principles as well as operational functioning. In some areas, they are also known to differ.
Local organizational level is one of the levels of policing known to administrate different cities, towns, and counties in the world. The main function of the local department is to ensure that law and order are maintained at the county level. Local department of policing also ensures that the required services have been offered to the public. It is based on professionalism in order to help in development of the community. According to Gaines & Miller. (2010), the officers of the local department ensure that the environment is free from crimes. They have the mandate to arrest the offenders and deter the criminals. The local department also set orders to relevant parties in order to eradicate domestic disputes. The local police ensure that their officers reduce the rate of crimes in the area of their operation. The local governance is either led by a mayor or a minister of local government who acts as the chairperson of the counties security organ. These are the leaders, who are responsible for the management and administration of the local policing (Gaines & Miller, 2010). To qualify these high positions of local governance, one needs to have experience on management and social leadership as well as some knowledge in public security. Different from state governance policing, politicians do not fit this position. The mayor /minister deploys his police officers and administrators to enforce all the economic, social, and development project of the local government maintaining law and order. In case of a minister of the local government, he/she is appointed by the president. The minister leads the local police security team.
State policing covers management of all human activities, such as: political, social, and economic functions within the country (Tom, 2011). State governance views all the natural resources as public goods. They preserve all natural resources and make sure they are well used by the public. The state governance regulates every economic activity that takes place. They ensure that these activities are not harmful to the public. Tom (2011) argues that when any business activity is found to harm the environment the state takes a legal action to stop these activities. The patrol of state police is general highway and traffic enforcement. This patrol investigates the incidents and accidents that happen along the highway. They also conduct checkup programs, which are helpful to citizens who travel along those highways. They effectively respond to emergent cases which are beyond counties and municipalities. Investigation and intelligent services are other responsibilities. They are able to identify criminals and prosecute them effectively. They handle investigations which local police are not able to. They support the states and enforce the local laws by providing scientific and technical services when conducting the investigation for the whole state. The local and county agencies cannot afford these services; thus, they request the state governance to help them acquire these services in order for them to conduct investigations. They also maintain criminal records and identification systems, which will help them to preserve reliable information of all criminals and also to acquire accurate identification. It is also the responsibility of the state police to take charge of all operations activities within the borders. State governance is under the leadership of the president of a nation or state. It is the responsibility of the government (executive, president, vice president) to manage and administrate all the operations of a state police. Clean records, experience, and high training are the qualifications for people to qualify for top offices in this governance. People who are qualified in management as well as those who have experience on security can also qualify to be the heads of departments in the state policing. In this state organ, political power and influence are not part of requirements. In all the countries in the world, the president and deputy president are part of the state security organs. This factor allows the president and the vise president to be the only politicians who are part of the security organs.

As stated at Forum of Federations, federal governance system refers to a government in which authority is divided among the local governments, the national government (federal) and state government. An example of a federal organization is the United States of America, which is established in the constitution as a federal system (Federalism by country, n.d.). This governance can also be referred to as federalism. In this governance, the three governments have authority in some disciplines and share sovereignty with others. For instance, the state administration has the unique power to tax. It is also clear that only the federal governance has the power. Federal government empowers a wide range of agencies to protect law and order of all matters affecting the country as a whole. Federal law enforcement acquires authority given to them by parts of the United States Code (U.S.C) in order for them to investigate matters which are within the power of the federal government. The partners of the federal governance are the administrators who take the responsibilities of all national policies, rules, and regulations that affect public warnings and alerts. It is the responsibility of the president, governors, and mayors to manage all the resources of a federal organization and each person at his level. People who fit to head a federal organization policing must have good leadership qualities.
In conclusion, considering the three organizational policing levels, it is the requirement for leaders who hold public offices to have good leadership qualities. These qualities include being free from any criminal record, having no negative report on integrity such as corruption, and having a good record of development. Training and experience also count in policing department, and it should be considered during the promotion of policing officers. Management from other careers that the leaders might have engaged in is also essential. This experience gives them a chance and exposure to acquire some knowledge on different issues. This positions them in a better place as administrators in any organizational level. These factors also help them to be in a position to choose the right people and allocate them in different managerial position of the three levels of policing organizational levels.
